yes they are for specimen carp fishing they are COG weights centre of gravity
basically when the carp picks up the hair rig he picks up the whole weight that helps with setting the hook
also that looks like a drop off system so as soon as the fish is hooked the weight drops off helps to bring and play the fish on the top
